Kennedy is not new. <br /><br />He already said it in 1982 in his Memoirs, <a href="http://www.amazon.com/Keeping-Faith-President-Jimmy-Carter/dp/1557283303/" rel="nofollow"><em>Keeping Faith: Memoirs of a President</em></a>. <br /><br />In his chapter, <em>My One-Week Honeymoon With Congress</em>, he blamed the Democrats and T.
