They actually LIKE having their money withheld, and they think it's great that they are "forced" to save and get that refund check. You can't get them to realize how they would have more money if they kept that money in a savings account (well, they would have, at one time...) and earned interest on it. No, it's better to have Uncle Sam discipline them rather than do it themselves.
